Throttling keeps your SoC safe from overheating and dying on you. If PUBG is making your FPS drop off your CPU and GPU throttle, get in a cooler environment. Thtottling has to do with the temps of your SoC (System on Chip). CPU Throttle has to do with temperatures, so if your phone is overheating because of your climate, OP had nothing to do with it.
